Choosing a research partner

Start with a research partner. Add a university when your topic needs one.

Most STTR topics don't need a university — they need a research institution that will actually do the work, move at your pace, and take 0% of your IP. When your topic genuinely does need a specific lab, we bring them in. Here's how to tell the difference.

Where each partner is strongest

Two different tools. Same statutory box checked.

Both satisfy the STTR research-institution requirement. They're built for different jobs. Generalizations, too — universities vary enormously, and a defense-fluent lab with a responsive tech-transfer office is a superb partner. Use this to work out what your topic actually needs.

The common misconception

“Research institution” does not mean “university.”

The STTR program (15 U.S.C. § 638) requires the small business to subcontract at least 30% of the award to a nonprofit research institution — and that 30% has to be genuine technical, scientific, or engineering R&D, not business development or customer discovery.

What the statute asks for is a U.S. nonprofit operated primarily for research. A university is one kind. A federally funded research and development center is another. So is an independent nonprofit research institution. Many small businesses assume the first is the only option, and spend weeks in a tech-transfer queue they never needed to join.

Using them the right way

When a university is the right partner.

Universities are the gold standard for deep research, and we have told small businesses to go work with one — then helped them find the right lab. If any of these describe your topic, a university belongs on your team, and part of our job is saying so early rather than after you have committed.

The capability is the research

A beamline, an anechoic chamber, a BSL-3 lab, a foundry. When the facility is the thing that makes the work possible, the institution that owns it belongs on your team.

You need one specific person

Sometimes the world expert on your problem is a single named researcher. Nobody substitutes for that, and you should go get them.

You're building a longer-term pipeline

Talent, follow-on research, a standing relationship with a department. An STTR is a good place to start that deliberately.

Your customer expects it

Occasionally a program office wants a particular institution on the team. That's a real constraint and it outranks anyone's preferences.

What you actually get

A research partner, and a network behind it.

Picking a research institution shouldn't mean betting your topic on one institution's capabilities. With TDIF you get a team that can do the work — and, when your topic needs something we don't have in-house, the relationships to go get it.

We do the research ourselves

For a large share of topics, the work a university would do is work we do — a named PhD PI running independent investigation, trade studies, test planning, and technical review across photonics, RF, computer vision, materials, and biomedical systems.

We bring in the lab when you need it

When the topic calls for a specific facility or a specific researcher, we bring that institution onto the team through us. One agreement, one point of contact, and a 0% claim on your IP — instead of you negotiating institutional terms on a deadline.

We keep the options open for Phase II

Phase II is where the research need usually widens. Structuring Phase I through us keeps the door open to add university capability later, without unwinding an IP arrangement you agreed to under time pressure.

On one engagement, the honest answer was that a university was the better research home for the next phase. We said so, named the best-fit institution, and helped make the introduction. Pointing a small business to the right partner — even when it isn't us — is the job.

What doesn't change

Either way, the compliance bar is identical.

The 30% still has to be real R&D

Technical, scientific, or engineering work. Proposal support and customer discovery don't count toward it, whoever your partner is.

The nonprofit requirement is the same

Your partner must be a U.S. nonprofit operated primarily for research. TDIF is a 501(c)(3).

You still lead the project

In STTR the small business is the prime and manages the effort. The research institution is a subcontractor, not the driver.
